Dear colleagues,

Here are several updates related for Nigeria’s offshore oil and gas projects & information:

On Aug. 16th, 2023, Nigeria's state-oil firm Nigerian National Petroleum Company (NNPC) has secured a $3 billion crude oil repayment loan from Cairo-based Afrexim Bank that will support the government's reforms to stabilize the exchange rate market.A commitment letter and termsheet was signed on Wednesday for an emergency $3 billion crude oil repayment loan, the state-oil firm posted on X, formerly known as Twitter. The NNPC said the loan will immediately disburse funds to support the "government in its ongoing fiscal and monetary policy reforms aimed at stabilizing the exchange rate market".

On July 21st, 2023, NNPC signed a heads of terms agreement with oil and gas company UTM Offshore for the construction of what is the country’s first indigenous floating LNG (FLNG) project. The UTM FLNG project is expected to produce 176 million cubic feet of gas per day from the Yoho Offshore Field located in Oil Mining Lease 104. And it is anticipated that the project will create more than 7,000 job opportunities and will contribute to Nigerian’s economic development and growth.

What are the further updates for NNPC’s offshore projects? Are there any incentive plan and activities to meet production quota by the OPEC? Any updates for progress of examination and approval for FID of Bonga North Block (OML118) and Preowei? How about the opening blocks for new investors: Bosi, Satellite Field Development Phase 2, Uge and etc.?

In the post-pandemic era, the rising oil prices, the discoveries of significant offshore oil and gas fields of West Africa region, and aims of accelerating monetization of regional hydrocarbon by 2050 have driven demand for active offshore upstream exploration in West Africa. What challenges and concerns of the government, NOCs and IOCs and how could involve in the projects?

With the strongly support of Nigerian Upstream Petroleum Regulatory Commission (NUPRC), Nigerian Content Development & Monitoring Board (NCDMB), Nigerian National Petroleum Corporation (NNPC), World Bank, African Petroleum Producers Organisation (APPO), Ministry of Energy, Ghana, Sonangol E.P., Ministry of Mines, Industry and Technological Development (MINMIDT) , Cameroon, Liberia Petroleum Regulatory Authority (LPRA), National Oil Company of Liberia (NOCAL), TotalEnergies, PetroNor E&P Ltd (formerly African Petroleum Corp), Nigerian-British Chamber of Commerce, the West Africa Offshore Upstream Conference 2023 (December 5-6th, Abuja, Nigeria) is committed to gathering the most related players for the hottest topics and projects, and to building a comprehensive platform for information sharing, highly-level communication, and best practices showcasing.
