James D. Yamoah of Ministry of Energy, Ghana to Discuss the Next Steps of DWT/CTP After PoD Submitted and New Offshore Blocks Bid Round Process

Ghana is pushing the offshore oil and gas projects for moving forward this year. For the Deepwater Tano/Cape Three Points (DWT/CTP) project, Aker Energy has finally submitted a Plan of Development (PoD) to government on April 14, 2023. Then on April 17 2023, AFC Equity Investment, a company owned by Africa Finance Corporation ('AFC') acquired shares of Aker Energy from Aker Capital AS (100 percent owned by Aker ASA), and The Resource Group TRG AS ('TRG'), and the management team of Aker Energy will remain unchanged and will work towards submission of the PoD of DWT/CTP. With these activities, the industry players are all expecting the next steps.
While there are also challenges of Ghana’s offshore exploration industry: projects are delaying, investments are not enough, local technologies need to be promoted, etc. Another good news is, Ghana’s government is pushing the 2022/2023 Deep Offshore Oil block Mini-bid Round process this year.
What are the new activities plan for the new offshore bid round? Are there any driving measures for untapped upstream projects to prevent the decrease of current 3 offshore fields towards 2035? Any incentive policies for supporting and attract investment?
| On this week, Mr. James Dwamena Yamoah, Department Director, Petroleum Upstream, Ministry of Energy, Ghana confirmed to join the West Africa Offshore Upstream Conference 2023 (December 5-6th, Abuja, Nigeria) and will deliver a keynote speech about "Update on Investment Opportunities and Driving Plan for Upstream Exploration in Ghana”. Prior to joining the Ministry of Energy, James had held several executive and management positions at the National Oil Company; the Ghana National Petroleum Corporation (GNPC) including Chief Operating Officer, General Manager Technical and General manager HSSE. He currently oversees Ghana's upstream operations, which comprise pre-licensing, licensing, exploration and appraisal, field development and production, disposal, and decommissioning. |

About the West Africa Offshore Upstream Conference 2023:
In the post-pandemic era, the rising oil prices, the discoveries of significant offshore oil and gas fields of West Africa region, and aims of accelerating monetization of regional hydrocarbon by 2050 have driven demand for active offshore upstream exploration in West Africa.
